60 VI/s limiter? (50 VI/s for PAL software)

60 VI/s limiter? (50 VI/s for PAL software)
I don't have an option to force Vsync to "On" in my Intel GPU drivers (only "Off" and "Use Application Settings"), so I have no way to prevent Cen64 from running above 60 VI/s...
